Material routing may be many-to-many after topic hierarchy confirmation.

Each routed source block must record:

- block_id
- primary_topic
- secondary_topics
- routing_reason
- confidence
- source_preservation_status

Do not route source blocks until 01-topic-hierarchy-proposal.md is confirmed by the user.
