Exception: Include the Local CCRA report in the Web bundle only if Owner explicitly asks Web CCRA to review Local CCRA findings.

6. Round 05.1a Repair Requirements If Owner Requests Repair

Round 05.1a is not recommended by the first-turn report. If Owner nevertheless requests Round 05.1a, require a precise accepted finding before Codex edits anything.

Minimum Round 05.1a repair evidence:

accepted finding in owner-decision.md with decision state accept_for_codex_fix or equivalent explicit repair authorization;
exact repair scope and allowed files;
reason the issue cannot be handled as Web bundle packaging or documentation;
before snapshot of affected selector behavior if selector behavior may change;
after snapshot after repair;
full before/after diff over the frozen comparison pool;
non-target behavior disposition table;
executed gate-runner report with gate_execution_mode: run, unless Owner explicitly records owner_waived;
lifecycle/status guard scan over changed files;
updated closeout report that clearly says whether the repair changes selector behavior, calibration only, documentation only, or packaging only.

If the only issue is Web bundle packaging clarity for Round 05 setup/context files, do not open a selector repair round. Treat it as bundle assembly hygiene.

7. Required Verification Evidence

For Web bundle preparation with no new repair:

targeted_regression: not required; no new regression was added in Round 05.1.

confirm model lifecycle status remains unchanged.

13. Limits And Carry-Forward Risks

The first-turn report did not rerun validation; it reviewed executed helper gate evidence. Web bundle should cite executed gate reports, not imply Local CCRA reran commands.
The Owner decision file currently says pending findings-confirmation and authorizes no repair. Codex must not repair before Owner updates it.
The only carry-forward finding is packaging hygiene: classify Round 05 setup/context files outside the Round 05.1 closeout manifest during Web bundle assembly.
Local CCRA output remains local first review, not Owner approval and not Web CCRA approval.
Any future lifecycle status change requires separate Owner/Web CCRA authority and is outside this planning output.
