Purpose

Formal Local CCRA first pass for Round 05.1 scoped selector calibration patch.

This pass checks:

  1. Whether Round 05.1 patch stayed inside approved scope.
  2. Whether target behavior changes match accepted Round 05 policy.
  3. Whether non-target behavior changes were fully listed and disposition-ready.
  4. Whether validation evidence is sufficient.
  5. Whether QPI / Intellectual Archaeology lifecycle status remains unchanged.
  6. Whether the material can proceed toward a formal Web CCRA bundle or needs Round 05.1a repair.
