• Round 05.1 calibration rows may remain calibration material unless a future Owner / CCRA decision selects specific cases for regression.
• The full Round 04 blind pool must not be converted into regression as part of this closeout.

Verify whether the raw included 06_ROUND05_POLICY_DECISION_MATRIX.md reflects accepted Q01-Q19 decisions.

If it does not, add a packaging note or update it in a documentation-only follow-up.
